Insurance Broker licences in Ontario

Broker (RIBO) Licence - Level 3

To be classified as a Level 3 Licencee, you must have achieved the Management competency holding licences in the following classes:
- Unrestricted
- Unrestricted (No A&S or Travel)
- Unrestricted (Including Travel, No A&S)

Broker licensing in Ontario is regulated by the Registered Insurance Brokers of Ontario (RIBO).

Upcoming changes
Some significant changes are being made to Level 3 of RIBO licensing. The changes are part of an ongoing effort to strengthen the licensing qualification process to ensure fair, secure, and high-quality exams for candidates and to enhance the labour mobility of RIBO licensees.

2026 changes
-From 1 January, 2026 if you have earned your CIP, ACIP or FCIP you can take the Level 3 Management exam or the Level 3 Accelerated Management Exam.
-C132 is no longer a prerequisite.

2027 changes
-From January 1, 2027, the Level 3 Management exam will be eliminated.
-Holders of the CIP, ACIP and FCIP will take the Level 3 Accelerated Management Exam

Fee change - The fee for all RIBO licensing exams will increase from $300 to $325. Exams scheduled on or after will reflect the new rate.

Eligibility for the RIBO Level 3 – Management exam

The exams are regulated by the Registered Insurance Brokers of Ontario (RIBO). Individuals who hold an "Unrestricted" registration will still be under the direction of the Principal Broker of the firm they are employed by.
To apply to write the RIBO Level 3 – Management exam, you must hold a RIBO registration restricted to "Acting Under supervision" or "Unrestricted – Technical Only" and have been actively employed for at least two (2) years with a RIBO registered firm.
