Broker (RIBO) Licence - Level 2

To be classified as a Level 2 Licencee, you must have achieved the Technical/Commercial competency holding licences in the following classes:
- Unrestricted Technical
- Unrestricted Technical (No A&S or Travel)
- Unrestricted Technical (Including Travel, No A&S)

2026 changes

From January 2026 some significant changes will be made to Level 2 of RIBO licensing. The changes are part of an ongoing effort to strengthen the licensing qualification process to ensure fair, secure, and high-quality exams for candidates and to enhance the labour mobility of RIBO licensees.

Changes from January 1, 2026:
Exams - Level 2 exams (Commercial and Farm) will be eliminated.
CIP courses - To apply for a Level 2 Licence, you must have completed and passed the exam for CIP courses: C130 and C131.
CRM - If you have a CRM designation you can also apply for a Level 2 Licence.
Fee change - The fee for all RIBO licensing exams will increase from $300 to $325. Exams scheduled on or after will reflect the new rate.

Technical

Qualify for Technical/Commercial exam

Regulated by the Registered Insurance Brokers of Ontario (RIBO), the Technical/Commercial (Level 2) exam assists individuals who wish to remove the "Acting Under Supervision" restriction from their license but have no intention of pursuing the full registration. 
To qualify for this restriction, an individual must be actively employed holding a RIBO registration restricted to "Acting Under Supervision." More information about this licence can be found on the Registered Insurance Brokers of Ontario (RIBO) website.
