Insurance brokers in Ontario are governed by the Registered Insurance Brokers Act and licenced though the Registered Insurance Brokers of Ontario (RIBO).
The Insurance Institute sells the materials needed to study and successfully pass the exams required to be licenced as an Insurance broker.
In-person broker licensing exams
Starting January 1, 2027, all RIBO licensing exams will be delivered in-person only. The IIC remains an approved exam provider, and we will continue to support licensing candidates through the licensing journey.
We will continue to host RIBO exams in-person in Ontario and expand the offering to all IIC offices across Canada. In Ontario, our Chapter Offices will offer a robust schedule providing candidates with choice and flexibility.

All brokers who are licenced in Ontario must follow a code of conduct.
Every registered insurance broker must meet certain qualification standards and continuing education requirements, established by RIBO.
Every registered insurance broker must be bonded and covered by an Errors & Omissions insurance policy.
