Pathways to level 3
The Insurance Institute of Canada offers two options for you to achieve the education required by the Insurance Council of BC to obtain a level 3 General insurance agent licence:
Option 1: level 1 licensing (GIE), C130, C131 and C132
This route requires you to complete the level 1 licensing (GIE) course, plus three courses from the Insurance Institute of Canada’s CIP designation program:
- Level 1 licensing (GIE) course
- C130: Essential Skills for the Insurance Broker and Agent
- C131: Advanced Skills for the Insurance Broker and Agent
- C132: Practical Issues in Broker Management
Option 2: C11, C130, C131 and C132
This route requires you to complete four courses from the Insurance Institute of Canada’s CIP designation program:
- C11: Principles and Practice of Insurance
- C130: Essential Skills for the Insurance Broker and Agent
- C131: Advanced Skills for the Insurance Broker and Agent
- C132: Practical Issues in Broker Management

Additional requirements and experience
In addition to either option 1 or 2, you must complete:
- A Level 3 seminar available through the Insurance Brokers Association of BC. Important: until September 30, 2024, either course will be accepted as a prerequisite for Level 3 general insurance licensure. After that date, only the Insurance Council’s Supervision Course for General Insurance Agents may be taken to meet part of the qualification requirements.
- Applicants must have been licenced for five of the last seven years, with a minimum of three years as a Level 2 general insurance agent.
