Stewart Specialty Risk Underwriting Ltd. Brings Claims In-House, Appoints Paul Fagan as Director of Claims
TORONTO, ON, JUNE 2, 2025/insPRESS/ – Stewart Specialty Risk Underwriting Ltd. (SSRU) is proud to announce the launch of its in-house claims department, a move that reinforces the company’s commitment to self-governance, transparency, and operational excellence. This strategic transition is part of SSRU’s continued investment in due diligence, ethical leadership, and best-in-class service for brokers, capacity partners, and policyholders.
As part of this evolution, SSRU is pleased to welcome industry leader Paul Fagan as its new Director of Claims. With 38 years of experience in property and casualty claims across Canada, Mr. Fagan brings deep expertise in complex litigation and liability exposures, including class actions, CGL, E&O, D&O, and construction risks. He joins SSRU from Northbridge, where he held several senior roles, including Claims Director.
“Claims are the real-world measure of how an insurer performs when it matters most,” said Stephen Stewart, President & CEO of SSRU. “Bringing claims management in-house allows us to uphold our values directly, and without compromise. In an environment where confidence in MGAs has been shaken by recent events, SSRU is doubling down on accountability, professionalism, and doing the right thing.”
Since inception, SSRU’s claims operations have been overseen by Kimberly Aggio, Director, Business Operations, who has managed every file from day one. “This transition reflects where we’ve always stood—fully accountable, transparent, and committed to doing things the right way,” said Aggio. “We’re not here to distance ourselves from claims. We’re here to take ownership of them.”
“I’ve spent nearly four decades managing property and casualty claims across Canada, and what attracted me to SSRU was their clarity of purpose,” said Paul Fagan, Director of Claims. “They’re not looking for shortcuts. They’ve built something strong, stable, and principled, and I’m looking forward to shaping a claims operation that reflects that from the ground up.”
SSRU’s in-house claims model enhances its ability to collaborate proactively with brokers, respond rapidly to complex losses, and manage high-severity exposures with the oversight that modern specialty underwriting demands.
